Best crypto exchanges in the UAE (2026): VARA licensed only

Crypto exchange rules in the United Arab Emirates, checked 3 November 2026

Only platforms with a VARA licence for exchange services appear on this page. The UAE licenses crypto platforms through three regulators: the Virtual Assets Regulatory Authority (VARA) in Dubai, the Financial Services Regulatory Authority (FSRA) in Abu Dhabi Global Market and the Securities and Commodities Authority (SCA) for the rest of the country. This page uses the VARA public register, where a platform needs a full VASP licence, not only an in-principle approval, before it may serve clients. Of the exchanges we cover, Binance (Binance FZE, licensed 15 April 2024), Crypto.com (Foris DAX Middle East FZE, 3 April 2024), OKX (OKX Middle East Fintech FZE, 17 September 2024), Gate (Gate Technology FZE, 25 April 2025), Backpack (Trek Labs Ltd FZE, 30 October 2023) and Bybit (Bybit Fintech FZE, 20 October 2026) hold VARA licences for exchange services.

How this page is ordered. The ranking below shows the 6 exchanges we cover that hold a VARA licence for exchange services for the United Arab Emirates, ordered by CoinGecko trust rank, the same rank we use on every ranking page. Licence status comes first: an exchange that is not on the register is not listed, whatever its size and whether or not it is a partner. The licensed entity, the regulator and the date for each one are in the licence record lower on this page. If you want a shortlist by fees and features instead, the Exchange Finder applies the same licence rule. This page carries no partner links: every button leads to our review.

Not listed, and why. VARA fined MX Global, which runs MEXC, on 22 June 2026 for providing exchange or broker-dealer services in Dubai without a licence from 2022 to April 2026 (VARA notice), and fined Peken Global, which runs KuCoin, on 24 June 2026 for the same breach (VARA notice). Kraken (Payward FZCO) holds a VARA licence of 6 October 2026 for broker-dealer and management services, not for exchange services, so it is not ranked here. Bitget, BingX, Bitstamp and Coinbase are not on the VARA register. BitOasis, Rain and the other licensed platforms we do not review yet are on the register.

How to check any platform yourself: search the VARA public register for the company name and check that its status is Active and that it holds a full VASP licence for the service you want, not an in-principle approval; for Abu Dhabi, check the FSRA public register. If the company is not there, it may not serve you.

How We Pick These Exchanges

Licence first. This page lists only the 6 exchanges we cover that hold a VARA licence for exchange services for the United Arab Emirates, in CoinGecko trust-rank order. An exchange that is not on the register is left out whatever its size, and whether or not it is a partner. The licence record for each one is in the table lower on this page.

The exchanges on this page are chosen and ranked using ExchangeCatalogue’s independent review framework – we look at security, regulation, fees, products, user experience, and overall fit for this specific use case or region.

Some platforms may be our partners, but no exchange can pay to change its score or ranking. Sponsorship can affect visibility (for example, “featured” labels), not how we rate risk or quality.

Frequently Asked Questions

You can start with licensing. In the UAE, look for clear notices about approvals from local regulators. Check if you can fund and withdraw in AED. See which coins, order types, and tools you can use. Read the full fee list and how prices are shown. Review security features and service hours. Make sure support is easy to reach. Read the terms on custody and outages. Try the app to see if it fits your day to day use. Pick what matches your needs and comfort with risk. This is general information.

Virtual asset activity is regulated in the UAE. Oversight depends on location. Onshore markets fall under the Securities and Commodities Authority. Dubai has the Virtual Assets Regulatory Authority. Abu Dhabi Global Market is overseen by the Financial Services Regulatory Authority. Providers need the right approvals to serve residents. Features can differ by region and license. Rules can change, so review current notices on the provider site and regulator bulletins. This page is for general information only and is not legal advice.

Exchanges can charge several types of fees. Common items include trading commissions, spreads, and deposit or withdrawal costs. You may see currency conversion costs when moving between AED and other currencies. Blockchain withdrawals also include network fees set by the chain, not the platform. Card issuers and banks may add their own charges. Rates and methods can change with market conditions. Always review the fee page, the order preview, and any third party costs before you confirm a transfer or trade. This is general information.

You can usually fund your account by bank transfer, card, or other local methods. Availability depends on your location and provider. Your name must match your account, and you may need to complete identity checks. Processing times differ by method. Banks may review payments tied to crypto. Withdrawals normally go back to a bank account in your name. On chain withdrawals require the right network and carry a network fee. Send a small test first if you are unsure. This is general information.

Focus on layered security. Look for strong account protections such as two factor authentication with an authenticator app or hardware key, withdrawal allowlists, device approvals, and alerts. Ask how assets are stored, insured, and monitored, and whether audits or attestations are shared. You can add your own safeguards. Use a unique password, turn on two factor, lock down your email, and beware of phishing links. Keep backups of recovery codes in a safe place. No online system is perfect, so plan for incidents.

You may be able to access a global platform from the UAE, but availability can vary. Some features are limited by location or license. Funding in AED may not be supported. You could face foreign exchange costs and longer settlement paths. Identity rules and limits can differ from local providers. Check the terms, supported countries, and any notices about your emirate before you open an account. Using a platform without the right approvals can add operational risk. This is general information.

Of the exchanges we cover, Backpack Exchange, Binance, Bybit, Crypto.com, Gate and OKX hold a VARA licence for exchange services for the United Arab Emirates on 3 November 2026. The ranking on this page shows them in trust-rank order, and the licence record lists the entity, the regulator and the date for each one. Other licensed firms exist that we do not review yet; the register linked in the rules block at the top of this page has the full list.

Yes. Binance FZE has held a VARA licence since 15 April 2024 (VL/24/04/001) for exchange services, including virtual asset derivatives, and for broker-dealer, management and lending services. It appears on this page as a licensed platform; its card leads to our review, because this page carries no partner links.

VARA fines unlicensed platforms and publishes investor alerts, as it did with MEXC and KuCoin in 2026. Your assets on an unlicensed platform sit outside VARA's custody and conduct rules, and UAE banks may refuse transfers to it.

This page lists only the 6 exchanges we cover that hold a VARA licence for exchange services for the United Arab Emirates, in CoinGecko trust-rank order. Using a crypto exchange in the United Arab Emirates: what to know

Paying in UAE dirham (AED)

Dirham deposits run through local bank transfers and debit cards at the licensed platforms, after identity verification with an Emirates ID or a passport; the options differ by platform. The licensed platforms work in English, and several also offer Arabic. Deposit limits and processing times depend on the method and on your verification level, and the name on your bank account must match the name on your exchange account.

What a VARA licence for exchange services gives you, and what it does not

A VARA licence means the platform has met VARA's capital, custody, technology and conduct rules for the services named on its licence and is supervised in Dubai. It does not protect you against price falls, and crypto on a platform is not a bank deposit covered by any UAE protection scheme.

Tax at a glance

The UAE does not tax individuals on income or capital gains, so personal gains from crypto are not taxed; companies can owe the 9 percent corporate tax, and transfers of virtual assets are exempt from VAT. The authority is the Federal Tax Authority (FTA). Rules change often, so confirm the current rate and your reporting duties before you file. This is general information, not tax advice.
